The reason they gave Gotham Knights the green light was because its cost was the smallest out of all the shows they have tried.

And DC was actively trying to salvage this show for months. Even if it's some canon-adjacent comic, it's not unlikely. Will it happen for sure? No telling. But the reasons you gave don't matter worth shit to DC lmao.
It was confirmed as canon to the show but in the years before he left London and moved to Gotham. Also nothing in the comic really conflicted with the show's continuity besides the art style.

Two Face has his origin and goes off to become a future threat. Unless they pull some bullshit like Dr. Leviticus set up that will never be full-filled, I don't see any reason to tell more stories beyond this point.
