I'm guessing they're conflating 'mutant' with 'mutate', which has long been a point of confusion in Marvel for literal decades.
I remember an episode of either the X-Men or Spider-Man cartoon where Peter gets formally invited to join the team but ultimately decides he's too cool for them. I'll never forget it because both cartoons were run in different channels in my country, so it blew my mind to see them together.

It's not like every member of any mutant's family is also a mutant.
It's actually been a plot point at times that the Guthrie family is one of the few families where all the children have been mutants and, more importantly, all had different mutations. Angel and Beak also had a lot of mutant kids, but most of them took after one or both of their parents and most of them could fly within a few months of being born so who even fricking knows with them. I think even then, one of their kids was born without any mutations

spiderman, hulk, and deadpool were considered mutated, which for some reason was different from a mutant, but i guess they're all mutants now.

Mutate: something that's done to you after the fact. Captain America and the supersoldier serum, Deadpool and whatever Weapon X did to them, the Hulk and Gamma radiation.
