Blight despite having the potential to be a great Big Bad for Terry has a pretty swift fall and doesn't capitalize on all his assets before fricking dying. Inque is probably his best recurring villain. Shriek shows up like twice and the second time feels like he accidentally wandered into the plot and barely commented on his beef with Batman. Spellbinder is a literally who. And most of these aren't even recurring. Jokerz are kind of cool in that there's no central gang it's just generic thugs with a shared motif. Earthmover doesn't belong there, he showed up once and finished his story.
Also Splicer guy should've definitely been a recurring villain. He fell down a big hole, so they could've probably made it so he survived and slightly unfricked himself but keep some gruesomeness like he could only do so much to make it so he wasn't a big ugly blob. Hell even have it so he has to keep treating himself or he'll blob out again. But no.....
I'm curious what they'd homage if they continued; some of the villains are reworkings of existing Batvillains the missed out in BTAS(Doctor Phosphorous for Blight) and others are Spider-man villain influenced.
BT being a retro-aesthetic and a 70's guy, I could see them using the Monk, or doing a take on the clone saga(not the JLU epilogue, something like Dana or Terry being cloned)
It was ok. I don't remember too much about it, but it carries on from his Batman beyond episode, and the girl also gives him the idea he can create a unique identity by just mix and matching bits and pieces from everyone else he copied. Also there was another stealth assassin robot after him that was like double his size, and IIRC it ended on the reveal that his developing a personality and running away was programmed in from the start by the guy who built him.
It is kind of crazy how many times Terry beat the bad guy by overloading them with whatever was giving them their powers. With horrific results. Kind of odd that that didn't violate Bruce's killing rule.

that's how most rogues galleries get made really. Just one-off guys who get reused in adaptations and reboots.

The Jokerz aren't "rogues," they're fricking goons, and 10 was really more of a lame plot device that never lived up to her potential. The other fricknards in the list are wormfood, so clearly they're not good rogues.
It could definitely be better (and would have benefitted from more seasons so they could recur more), but they should be commended for even giving him his own rogues and not relying exclusively on mecha-Riddler and cyborg-enhanced-Two-Face or whatever.

Shrieks first episode where he is cutting out the episodes audio during the fight is pretty cool, but his design could be better
