Worse at fighting than Michelangelo only when that goofball finally feels it’s time to get serious. 99% of the time, Raphael is the biggest threat on the team. He’s also, at least in the original comics, quite interested in mechanical work and can help Donatello and Casey with it. Plus, generally speaking he’s the team’s link to Casey, at least at first, and that’s not worth nothing. Physically he’s the strongest by far, and pretty sure Turtles #1 implied he’s their best at stealth, weirdly enough.

I always thought it would be a cool way to give them a bit more depth if Raph was the team paramedic. He's so good a breaking bones, he learns how to stich them together too. I also thought Leo should be a huge history buff, Donatello builds the pizza shooting drill trains, but Leo is the one who knows where all the abandoned stations are to house them.

but it was 1993ish and mom found a ninja turtle costume pattern in a sewing book
if you go to good will or thrift stores you'll find these brown paperback sewing books full of dresses and skirts and stuff, i'm hoping to find the one with the turtle one in it

Mikey is probably my least favorite turtle, but he was the battle Nexus champ twice for a reason. He's got the most raw talent out of all of them and shines when he has the proper motivation.
Meanwhile, the only things Raph brings to the table are tard strength and poor control of his emotions. Makes for interesting stories at least.

Raphael is the most hot-headed and violent of the turtles. He wields sais, a traditionally defensive weapon used in peace-keeping. This is to teach him patience and discipline.
Michelangelo is the most scatter-brained and playful of the turtles. He wields nunchaku, a weapon infamous for it's complexity and ease of injuring the user. This is to teach him focus and not to take combat lightly.
Donatello is the most intelligent and tech-savvy of the turtles. He wields a bo, a simple wooden staff. This is to teach him creativity and making do with what he has.
Leonardo is the ethical and heroic of the turtles. He wields katanas, the only bladed weapon of the four and the most lethal by default. This is to teach him that ultimately, despite his ideals, he may be forced to take lives to protect people and must never fight battles needlessly.

The weapons also fit the way they naturally want to fight, once they’ve learned the lessons they needed to. The sai allow Raph to hook a single opponent’s weapon and bring them to grappling range, where his rage and massively superior physicality (if any turtle’s into weight training, it’s Raph) will come into play.
Mikey’s nunchaku allow him to let loose and become a tornado of constant, confusing movement. When he has using them down, he can use them to spend the fight in a flow state, fighting on nothing but instinct. With his sheer natural athleticism, and the fact he’s always been the one most into movement hobbies (like skateboarding), he’s going to be most dangerous when he’s performing trick after trick after trick.
Donnie’s bo allows him to keep his enemies further back and target specific weak points from a safe distance. It’s the weapon that would be easiest to disengage from a fight with, and the first turtle to disengage to do something else important will be Donnie. Donnie wants to fight clinically, and his scientific mind will be drawn to the use of leverage in a pole weapon.
Leo’s swords, allow him to threaten a lot more space around him than the other, blunter weapons, letting him keep a clearer head as he tries to direct the others Leo’s always been the one depicted being most into the traditional aspects of Japanese martial arts, and the meditative, empty mind state swordsmanship asks for suits his personality perfectly.
