He failed upward, the way many people do that have some value so some do not want to totally toss them out like last year's garbage.
So this is probably the most correct answer save the right word isn't 'scapegoat' - it's he had to SHARE and ACCEPT BLAME for the failures of DC Films, which included the Snydershit and the other films (like WW 1984 that were more on Cereal Lord than the Hack Cult Leader).
Except he's not Kirkman or Goatlicker. Or even Gaiman. Yes, he got paid and has made money from WB and DC, but nothing has really been successful.
Kirkman hasn't been able to do much with Invinciboy now that the first flush of the first season is well and truly done away with - without any residual good will. And Millarworld has just been an expensive failure so far for Netflix. So neither of those are necessarily really good examples for Cereal Lord to emulate save for The Walking Dead.
And so far, he's not been able to pull off anything even slightly near to being able to even launch something like TWD.

Read the book. Geiger isn't close to the Atomic Knight though those are just the flunkies working for the King of Vegas. His story is much closer to Fallout from the Flash who in Johns run is also radioactive and lost his family, but the similarities are superficial.
