No they mostly integrate that the reintegration would be destructive and he probably wouldn't survive it. The real reason he doesn't do it is because it destroys the grid and he wants Quorra to be taken outside of the grid, risking destroying her to destroy CLU wasn't going to happen when she was the last ISO. This might just work. Around the time that Syro came out he went back to his old habit of releasing multiple throwaway EPs to drum up money. I think he was supporting his family around that point (the closing track on Syro is his wife's name backwards) and just looking to drum up money by trading on his brand, which is fine.
