One of the main problems with La Sagrada Familia is that they keep adding ideas and structures to the original project so shit keeps changing and they keep adding and adding, also the cranes and scafolding has become a staple. But the real reason is the government there gets lots of economical help as long as they keep building, so I don't think they're ever going to finish it.
