That's Tuddy. He probably was sad about it. But he didn't just whack a made man, he killed a made man from another family. Which means that family (Gambinos) were hounding his family (Luccheses) for justice. This is hinted at twice in the movie. The first time when Paulie says "they're busting my balls about this prick" and then the phone call with Jimmy after Tommy is killed where the old man says "we tried to do everything we could" which bascially means they tried to protect Tommy but the politics just wouldn't allow it and so they had to dispose of him.
