Punisher being this dark reflection of justice means he works best when compared to other organizations that also have the same goal, like police forces or other characters where the theme of justice/injustice is central to their identity.
It's also obviously why he works well with Daredevil whose job as a lawyer is obviously thematically all about who deserves justice and how we as a society handle that
