At best, I imagine the "tolerance" of the Fire Nation pre-Sozin was probably something along the lines of "oh, you can have your little cute relationship but your obligation to the family is to provide kids/marry well/etc". I can't imagine a pre-industrial society in this world is probably going to embrace gay marriage or even gay relationships in the same way a modern Western society would.
