One piece was never really known for it "great fights" but when you look at pre timeskip stuff like luffy vs blueno or lucci, thy are pretty good fights. No auras. No lighting. Just fighting. Its expensive animation, not good animation.

I also fail to see how anything he did can be seen as Toon Physicis. At most the moment where he made the earth bounce back the fireball, but even then I couldn't tell that was happening till I saw this

Web gen basically is a half term that means a new generation of animators that mostly have no formal training and learned to animate online (hense, webgen) it's usually used the characterise a certain style of animation, the kind with lots of smear frames and a overly dynamic camera. Here an example
It's in a lot of shows like mob phyco, one pice, and jujitsu kaisen. I really dislike it, and most of the time it feels really sloppy and confusing

So this power calls back to that

And the thing is, I'm not talking about the animation itself, it's only really bad in the over animated parts, but there are some good moments that feels in line with western toonism, but it's the sound direction, which was a critical and ultimately important factor in making goldern era animation work as good as it did. It's like a video game, a game would good gameplay still would be un canny to play with zero sound effects or music, especially if it did had sound effects they were nonsensical to the context of the action that accompanied it.
