Considering that World Gobernint is the most cartoonishly evil badguy faction in history of fiction it's not hard to accomplish, the entire organisation seemingly exists just to be evil in the dumbest ways imaginable.
Trick #2 is to have characters act "heroic" by throwing their life away for them manly feels, often to a ridiculous degree. The absolute peak comedy of this method is when Nami's adoptive mother gets herself killed because she couldn't stand hurting kids feelings for 5 minites.

Fishman Island is underrated. Many fans hate it because it felt underwhelming for a first post-time skip arc and didn't feature any cool boss fights, but I think that its take on racism/slavery was one of the best and I've seen in any media very mature and unbiased

What Oda did with One Piece make you actually understand why characters like Arlong and Fisher Tiger become racist and why the are 100% in their racism. Fisher Tiger directly experienced racism, and Arlong saw his great hero enslaved and ultimately killed by humans. Arlong Park is just a recreation of Sabaody Park with Arlong wanting to do the same as humans did to Fishmen.
You see Fisher Tiger, the hero, die because he under tears he admits that he cannot fricking take human blood to survive and you completely understand that. And then Oda goes and shows why we STILL need to be better. Why even if you are 100% justified in your racism you need to make the effort. Because the result of your racism is something that cannot be stopped. Hody Jones, a third generation racist that did not directly experience any harm from humans himself. But he saw his hero Arlong fight against humans and he understands Arlong's hatred and the biggest fear that Hody has is that the hate and pain his heroes suffered will just be forgotten. And thus he is willing to murder his brethren just to prove the point that humans are horrible. Hody Jones is the embodiment of all the people who hate because they feel there is a great injustice in the world that in their opinion every blind sheep needs to see and experience. And ultimately yes he is just that: An evil frick who just wants to make people hate each other but look at the world right now and tell me that people don't all become Hody fricking Jones

It's been literal decades since I read Romance Dawn parts but I'm pretty sure her first fight was in Alabasta and it was more of a stumbling into success than a fight. Nami is pretty terrible even after timeskip.

Yeah but compared to something like One Piece or Naruto, it's pretty tame in themes and design, so it keeps the suspension of disbelief that these people are somewhat realistic and cool characters and not unhinged over-the-top colorful parodies with dumb names produced to attract Japanese preteens. Trick #2 is to have characters act "heroic" by throwing their life away for them manly feels, often to a ridiculous degree. The absolute peak comedy of this method is when Nami's adoptive mother gets herself killed because she couldn't stand hurting kids feelings for 5 minites.

What Oda did with One Piece make you actually understand why characters like Arlong and Fisher Tiger become racist and why the are 100% in their racism. Arlong Park is just a recreation of Sabaody Park with Arlong wanting to do the same as humans did to Fishmen.

And then Oda goes and shows why we STILL need to be better. Why even if you are 100% justified in your racism you need to make the effort.
