I don't know if this is an Europe thing, but it's just a kid that represents the class's interests in meetings, and they also get priority organising some stuff, they're also meant to relay information to teachers and the principal regarding behavior in the class.
Because they're picked by a vote from the whole class, and because this is a bit too early in one's academic career for "student politics" to actually be a serious thing, it's functionally a popularity contest in the eyes of kids.
I guess it's just the very nature of pilot episodes to compromise the plot somewhat to lay the foundation for characters and future stories. I truthfully think it will get picked up again, too, since Massa continues to hint at future plots through the monthly illustrations (and the recent influx of Russian viewers is bound to help, too).

While this would be great I don't think that's going to happen, seeing as series creator massa grew to hate the shows growing non-Dutch fanbase and subsequently canceled Ongezellig out of spite.

Yep. He only put Ongezellig on a hiatus because it wasn't able to reach its funding goal.
It's not dead and Massa doesn't hate the foreign fanbase.

Yeah, Massa said he wanted to keep working on it eventually, it's just that he is doing some other work at the moment.
Maybe if the deels or the petje (dutch patreon thing) really took off, he'd feel more compelle to keep working on it, but for now i guess it just isn't feasible.
