Piccolo in the Buu arc is one of the best examples in the series of keeping a character a part of the plot without powering them up. He's just stuck in an arc that's running on fumes and going on for way too long. If Toriyama could write more interesting scenarios, Tenshinhan could have used wits to keep Mr. Satan and Dende alive while Vegeta and Goku were inside Buu. You could have even gotten Chiaozu in there.
He also did jack shit in the tournament of power in super
ToP is unbelievably lame outside of a few instances. All that build up over strategy only for everyone to be confined to the power level play pens while Goku, Vegeta, Hit, and Jiren could have ended everything but each other in a blink. I hate seeing praise for say, the Roshi episodes, when he actually did fricking nothing. 17 was the ONLY GUY who consistently made high impact plays relative to his level of strength. Frieza gets credit for being able to take a hit.
