In the book Nedry has an entire firm and IT team that he owns and operates, but he's the only one actually allowed to visit the park for on site IT due to the secretive nature of InGen. Also InGen has it's own IT people but they aren't specialists in systems operations and programming or networking, just competent enough to set up the hardware but not competent enough to wright the software it runs on.
They do have other people working in IT like Arnold, but most of them already left because of the storm.
Arnold is a manager, not an IT guy. He's responsible for making sure everything runs smoothly with the staff and monitors the operations of the park. He knows enough about IT to keep the system running but, like above, is not an IT expert.

InGen originally put out a contract to do the phone system. Nedry lowballed because his firm was low on cash and he thought it would be a quick and easy job. Once he started working on the project InGen started demanding all kinds of additional work and software for operating everything from the doors to the fences and feeding machines. One of the things about JP that's emphasized in the book is that literally everything is automated as much as possible because Hammond didn't want to have to pay a huge ass staff. They used the threat of ND agreements and litigation to essentially force Nedry to wright the software that runs everything in the park for free when he thought he was just doing the phones. Not only that, but they wouldn't actually tell Nedry specific details of what they needed due to all the secrecy and so nothing actually works the way it should and there are thousands of bugs. The only reason they even let Nedry physically travel to the park was because it was the only way to fix all this.
Nedry was in the wrong for low balling the contract, but Hammond and InGen were infinitely more in the wrong by essentially threatening to bankrupt and ruin Nedry if he refused to do millions of dollars in free work.
