        The Palpatine clones idea was taken from the Dark Empire comics. It plays out better in the comics than the way Disney used it. But I think Lucas' main concern was preserving his own work in the original trilogy. Vader coming back upends Luke's development from New Hope to Return of the Jedi. Luke redeeming his father is circle to his character development.

      Palpatine's force ghost manipulating people and events from beyond the grave could be turned into part of a cool movie plot. I wouldn't use him as the main villian, but instead as the driving force behind some new character that is influenced and taught by him. I imagine that to someone like Palpatine even the chance to wield power and achieve his goals by proxy would be appealing to him.

    Lucas was adamant that Vader not return every time it came up, something Zahn confirmed when he had Luke face his own clown rather than the initial concept of fighting Anakin.

    But do you know what’s really funny? In dark empire the cloned emperor was used as a catalyst for Luke’s growth as a Jedi. Whether or not it was a good idea is a topic that’s been debated, but it wasn’t because they’d ran out of villains and desperately needed one who wasn’t a b***h who lost to a rookie twice

    It was for a comic book. An alternative universe comic book. George was fine with the EU as its own distinct universe (and it’s hard to say if Dark Empire was even really part of the proper EU anyway).

    But for his story, he always intended the Emperor to be dead. He’s made that clear. That’s why he does not consider Disney Canon to be part of the Real Canon (amongst many, many other reasons)

Even Veitch (who helped establish the EU with Dark Empire and who worked with Lucas) admits that Lucas gave him a lot of room to work with and that he didn't think Lucas ever considered it canon in a meaningful way.
