Award shows have never been about quality or popularity. It's about what the out-of-touch judges think.

The “judges” are voting members of the academy. Around award season your mailbox gets absolutely bombed with dvds and Blu-ray screeners as well as other promotional items. (Sometimes you get t-shirts and posters…I remember getting a whole box of stuff for Pinocchio). There are too many movies. Most people don’t watch everything. This is extra true for animation since a lot of adults don’t watch any of it unless they have kids. What gets the vote tends to be whatever they happened to watch, or whatever they recognize due to buzz/promotion. It’s one of the reasons Disney films tend to win…everyone knows Disney.

There’s a really good chance TMNT will have a shot just because it had a crazy promotional campaign and is a property people already know.

you are right about the winner of the actual award, NOT about the nominees of the animation feature

With such a limited release, Robot Dreams has zero chance. How can anyone nominate a movie they can't even watch?

The judges get DVD screeners of all the movies

That's irrelevant to the voting members of the academy. If you think they don't watch the stuff they vote for, why would they nominate something that nobody has heard of?

The judges that create the short lists may - but we're past THAT point and up to the point where it's members of the animation branch - which is slightly less than 1000 people and can only include Academy members who AGREE, in writing - to watch the nominated short list members, so it would require someone willing to do that as they have ways they test that out, which can include requiring actual proof of visiting theater showings and not just saying 'oh, yeah, I watched all of these at home.'

Neon may even have a digital screening room set up where you get an invite to screen within 24 hours a particular film on line, but I doubt they can and do send actual screeners. That really hasn't been a thing post lock down.

Spider-man, Elemental, Wish and Mario are the only movies that will get allowed in because "I only vote for movies my kid has heard of.

Oppenheimer or Godzilla Minus One will win the Oscar this year, nothing OP posted will be nominated.

He's referring to the best animated feature Oscar. I'd shame you but I'm kind of jealous that you don't know how the Oscars work. Wish I'd dedicated so little time to them that I was the same
