The network has had financial issues for decades now. Hell, issues were present back before the UPN merger.
The cape shows basically exist as binge fodder for streaming services. They sell well , or used to, like that.
The next season of Flash is scheduled for an abbreviated season of 12 to 16 episodes only.
Rumors have been flying as apparently it is a goodbye to the Arrowverse altogether as former LOT, Arrow, Supergirl, Black Lightning, and Batwoman stars are getting back in shape for their old roles per social media posts.
