Robocop is a different type of cyborg, his entire conflict is that he's almost entirely machine. Even his face isn't real, it's just a silicone mask. He's practically a brain in a jar that's been brainwashed and has to learn to find his humanity again. Cyborg on the other hand should always have a more visible human element.

If we're gonna pick the absolute worst example of this, Krasinki's Mr. Fantastic takes the cake. Say what you want about Pascal but at least that suit (or what we've seen of it) sticks to simplicity for once.
If you want an actual answer it’s because the trim down their sides makes their waists look slimmer and their shoulders look broader to accentuate their heroic proportions. This is also why so many female heroes end up looking like fridges in still shots.
Aside from the other reasons given, it's the costume designers attempting to be clever while trying to downplay the shameful silliness of the typical capeshit tights and cape look. It's meant to evoke the general feel of a superhero suit, but in-fiction, it's supposed to be a sort of battle armor. Some kind of tactical operator safety suit with layers of protective plating that's segmented like armor so it's naturally flexible and breathable or whatever.
You're supposed to look at all those little lines and details and panels and think >this is a logically designed piece of super advanced armor made with space magic materials that coincidentally has the striking colors and aesthetics that look like the comic character's iconic super suit, because the character is otherwise means to be more serious and would not otherwise wear a spandex costume
Which is fricked up, because the actor could totally pull off Hook Hand Aquaman without issue, or hell, maybe even a classic-ish outfit.
But Synder decided to go with Marvel slop instead.

Just like the early LoSH kids had jet packs, which they got rid and now really only Adam Strange has that. Most of the DCW suits were barely adequate but that's BUDGET.
Foxmen, MCU and the Cult DCEU films were all just creator shame as the source material. Batfleck's suit and even Diana's suit were adequate enough. Some of the Cap suits were adequate and some don't need more adaptation than they did for Black Widow. What they did for the Iron Manlet was probably an improvement on classic designs.

Because let's face it: Superman's costume is not that good. Its not perfect like Spiderman's or Batman's. It's too contentious in too many aspects. Theres definetely room for inprovement. Someones yet to introduce the definitive Superman design.
I like this outfit because you get the sense that a man who wears this fears nothing and is capable of anything, and that’s really what a good hero suit should do. It’s also easy to imagine that this was the unromanticized, real, historical Captain America that the one we know was based on. You can look at a lot of the serial and radio heroes that way.
Someone like Cap shouldn't wear armor and spandex or nylon (essentially anything comparable to a football player's uniform without the plastic equipment, etc. like shoulder pads or the excessive large helmets) would be more than adequate to an enhanced human. Likewise, someone like Superman doesn't need to be Henry Cavill sized and his body the last time he worked out would have been more than sufficient.
Of course, people will b***h about that and want any flying brick to be built like some strong circus freak or the larger WWE wrestlers.

Dr. Doom as a melted action-figure is going to be hard to top.
I'm pretty sure that with a few boxes worth of cardboard and a couple cans of spraypaint I could make something closer to Doctor Doom, given a couple of hours.

Ron Pearlman naturally had a face like a monster mask, which is why he worked so well. Harbor is just a fat schlubby actor who was always going to look like shit no matter what they did to him.
He's supposed to be scarred, not a charred half zombie.
This is censorship, believe it or not. Originally it would be super realistic, but it was too grotesque.
