I can’t see dialogue working since Spear still can’t string together a sentence yet. Best I can get is other characters doing short gruff warrior talk to Spear.

I doubt it. I think part of what Gennedy wanted to do with Primal is convey a full animated experience without relying on dialogue as a crutch, where you can have fully realized characters and plot lines understood just through subtle motions of body language, stretches of silence, grunts of meaning.
So he’s probably going to do something similar with Mira where she speaks but in a foreign language that neither Spear or us can understand. That way you still get Bronze Age Conan without compromising the core appeal of the show
I can see that. or other humans trying to say a couple things to Spear, but when they see he doesn't understand, they resort to simple gestures. I think this can work really well with making something as simple as a line of dialogue have a lot of weight when used for important parts.

If everyone just speaks Arabic that still compromises the appeal, because if the viewer also speaks Arabic they get an entirely different experience than everyone else which is supposed to be what Genndy wanted to avoid.
