I feel like it will be bad most likely, they're already putting her on her own despite the fact she's barely done anything with Joker himself, they haven't even talked in a long time, and that sort of defeats the purpose of why she was created.

The fact that it has a subtitle means that it's going to be a mini or otherwise standalone book.
The article speculates that the subtitle is merely DC avoiding a trademark dispute, there are several comics called Punchline apparently.
I think DC is going to use the Harley approach, ie. beat you over the head with her, putting her everywhere, until you yield.
They're gonna have her go solo and then eventually star in a team up book with Harley where they act as opposites. That was probably the plan from the beginning.
The plan is more likely that Harley turns her lesbian and steals her away from Joker in NTR. Warner Brothers are obsessed with putting lesbians in to everything to get those sweet ESG funds.
