This isn't hard to belive considering that Aegon doesn't care for his marriage at all, while Aemond is shown to have romantic interest in Haelena on numerous occasions
Maybe they are going to really lean into "witch" part and make it so she messed with his head so it's not really cheating.
Aemond seems alot more human in this adaptation so they'll need some extra motivation for his rampage, and being affected by blood anc cheese on such level would sure be the thing
The king was ultimately at fault for giving in to his daughter's whims. He could have easily told her no and found a suitor for her. The hand knew this which is why he acted fast and had his daughter marry the king.
I don't think they are "in love" in the books aside from simply loving each other as brother and sister in a non Targaryen way. This is pure redditor thinking, people looking for secret romances and bastards where they don't exist because le medieval nobles were all degenerates.

Also, the smart decision was to marry her to Daemon, Viserys was blinded and poisoned against him.
