If future expectations of tips are based on past results of tips, not tipping will cause waiters to lower their effort or leave the industry being replaced by less desirable labour.
From this perspective, tipping is a way of paying it forward to your fellow customers, ensuring good service and good wait staff. As your current service was based upon the tips of customer's before you, you are free riding if not tipping as you benefit from the contributions of other customers before you without paying it forward (you are benefiting from positive externalities without contributing to them).
Feel free to choose if you want to live in a society that promotes positive externalities and selflessness or not.
