Networks will pay for work up front which helps you get through production, however royalties are paid from the episodes airing/streaming/etc. These royalties can take quite a bit of time to start rolling in, but depending on the popularity of your show, this money may not be insignificant, and if you're getting reruns, will continue coming in for years after you wrap production. One of the reasons shows getting vaulted is such a big deal to creators is that it cuts off this extremely important stream of revenue. Imagine being told that you would make X amount of money to do a job, but then later your boss tells you that you'll only be getting paid about a 3rd of that. Not cool.
In Sugar's case, she wrote several songs for her shows (and others) which are subject to additional royalties (not to mention money from soundtrack sales and the pittance from streaming), and Ian voiced some characters both in his productions and others, so he'd collect SAG checks.

Writers, actors, composers, etc, all get paid in the same way and they all get screwed when some dickhead decides to write a show off (and then give themselves a couple hundred million dollars in a bonus). We'll see what happens. Either poison pills will be written into contracts, or we might see some serious pushbacks as more creators move to the indie market.
