That's not what Ayer and Snyder were going for. In the Ayer version, Joker is a murderous prick. They CGed dead prostitutes who look like Harley out of scenes in the theatrical cut. The reshoots on Suicide Squad and the fricky editing reworked the movie so he's somehow a sympathetic character.
In the Ayer Cut he betrays the group and sells them out to Enchantress. This is setting up him knowing about the motherboxes in Justice League.
That's why Joker is shook when Batman tells him about Harley. He's such a narcissist that the idea Harley went to her death happy because Batman said he'd finish the job rattles him deeply.
