The guy dresses up as a woman, tucks his dick to act like a woman, kills women to make a body suit, the whole moth thing... he's definitely a mentally ill troony that desires nothing more than to transform into a woman. Just because the movie has people in it that profile him incorrectly doesn't mean anything, they're wrong about a lot of shit and Clarice just happens to stumble on the real killer.
