It's a pretty fit comparison. If you rely on AI tools too much your skills will atrophy. And I say this as someone that's been using it to make backgrounds for my art.
Most people that whine about AI art also rely too much at computer for coloring, backgrounds etc. And they often sell the same art again and again by just making a few changes with just a few clicks.
