He had years of prep time to make LOTR. This involved plotting the story, creating designs, armor, the props, etc.
The Hobbit was a super rushed and he was brought on board at the last moment. It was a disastrous hand-me-down from Del Toro, which had almost no prep time. I think he was also told by the studio to make 3 films.
It's a completely different situation. Jackson isn't really to blame for the Hobbit mismanagement.
