That mini works in his style because it doesn't have to be connected to anything else. It's just telling a story rapidly by using familiar beats and by visually showing you what this guy is like and what he's capable of, and to some extent what his world is like and what is normal there.
The Walking Dead is over-written American angst like so many zombie stories, and Invincible is what Destroyer would have been like if he'd had to carry it for a hundred issues. His Marvel Team-Up I recall being fun because it switched characters up regularly and didn't fall foul of his weaker long-form game. His Ant-Man I recall relying heavily on fratboy hijinx, though I wonder how much of that was because they wouldn't bring back Scott Lang or Hank Pym at the time and wanted a character who was a complete break from those two to try and bring in new and younger readers.
On balance I'd say he's a capable writer, certainly moreso than Bendis who usually reads like a cross between an episode of Friends and one of the weaker Mamet plays, as in there are voices there but they're never distinctive. Kirkman can at least make a character sound like an old man who's sick of it all with a few choice lines and scene setting, instead of having fifteen characters explain it by turns over takeaway for an entire issue.
Did that mini have the same artist Invincible had? Cause it looks straight out of Invincible >Better than Bendis

The art on this mini is a lot better than the early Invincible stuff, but I guess he'd had 6 years extra practice by then.
He's good when writing things that aren't capeshit. Sometimes. He's by no means among my favorite writers, but that final issue of TWD is one of the best things I've read.
Sure I guess, he's not perfect, but no one is really.
