Originally it was a 74 episode sprite animation series that Kirb made when he was in highschool called Tv TOME Adventures (TTA), then years later after a bunch of other independent projects he wound up remaking the first season of TTA in the form of TOME. It was pretty much his own .hack kind of show where its people doing shit in an MMO. While the original sprite series (TTA) had that charm of a high school kid making something to share with people online with his friends, TOME was very lackluster, mediocrely written, poorly paced and lacked the standards one would expect from someone who went to university for art and animation. Heck a bunch of other newgrounds animators tore into him with scathing reviews on episode one of his reboot but a lot of it was constructive, however with how the rest of the series turned out it looks like he didn't take any of those critiques to heart.

She had already built up a resume by the time she got Jolyne. Nier Automata did a lot to help boost her career, and she had voiced a lot of popular waifu characters.
Netflix also tends to flip flop as to who they cast in their dubs. One anime can have a bunch of newbies, and then you have something like Baki, which got Troy fricking Baker as the title character, along with a bunch of other VA's who usually only do western shit. And then you have Pluto's stacked as frick cast.
