You'd have to have something the quality level of he last one, that brought Hoffman and Gordon back, and also did not go back over the existing timeline, to move on without Bell, Bell is the franchise.

Stick to Hoffman, Amanda in VERY small doses, I'm talking cameo level, get what you can out of Tobin, he still knocks it out of the park, and don't be afraid to go weird. Jason took Manhattan, Freddy is an oversexed pedo, it's time for Jigsaw to go for it, really cement that horror legend status

Just give Hoffman, Amanda and or Doctor Gordon a cameo, give them a special guest appearance by beloved memorable extremely well written exposition man Detective Fisk and the morons will lap it like it's the newest best Saw film, regardless of what the movie copy and pastes from lesser Saw movies. Whether or not a Saw movie is "good" to Saw "fans" is whether or not they recognize a character they saw from their childhood.

X was leagues above the last couple in terms of quality, and it's mostly because Bell carried it himself, and while it still went backwards over the same timeline again, it did it in a way that didn't touch the other things that happened in previous installments.
