Venom has the dark reflection of spidey better smyth has the angry at JJJ for doing shit to him down better, and lizard has better fights as being a green dude with a tail
Being old is not a schtick, being old is not interesting, fucking Silvermane has both of those deals and is more interesting than Vulture. No one gave a single fuck about the Vulture before Michael Keateon played him, except when Raimi was trying to write the worst Spider-Man 4 possible.
Being old is CERTAINLY a schtick when you’re fighting a dude who can bench a steam engine as a dude in nothing but a bird costume. He has some great issues in the late 70s (when we first learned his whole name) and his issue post civil war was better than anything mac has ever gotten

Scorpion is not even a fun team player that hangs with the other villains either. He might be cooler if he was pals with Mysterio and Electro too. And his costume is incredibly bland. I never understood why it had an open mouth, but Venom was better at that too.
Are we counting more modern 'big' villains? Because he's automatically better than Morlun, Mr Negative and every other new big villain. He's better than all of the mob villains except maybe Kingpin, too.
Tombstone's weird in that he's Robbie Robertson's nemesis. It's unusual having someone Spidey fights fixating on a second string member of his supporting cast.
Scorpion is kinda funny because he was originally just this big, indomitable wall that Spider-Man had to be very careful around due to being completely outclassed in terms of power and endurance, but because he's dumber than a sack of bricks, Peter eventually got completely used to dealing with him and he went from being his then-most formidable foe to just another C-lister villain.
So many of Peter's most dangerous on paper enemies are bogged down by being retarded. Scorpion, Sand Man, Hydro Man, Electro and Rhino are probably the main ones. Electro truly has the potential to be the most dangerous of Peter's main adversaries, but he's probably the dumbest of the lot.
Dillon's an electrician who spent weeks practicing and refining his powers when he got them, that's been his character since day one. He's not a genius but he's smarter than 90% of the animal themed bank robbers Peter fights. His flaw has always been either a lack of ambition or not having the ability to put all the pieces together. Video games making his go-to motivation as becoming a pure energy physical god is a step in the right direction.
