It was made by a NEET in his 20s and it steadily improves as the volumes go on. It's got a solid kinetic style to it that flows pretty quick so you don't notice the worst aspects of it.
In general it's hard to get art that is both detailed and energetic, which is why cartoons lend themselves to comedy so well.
