Episodes aren't the same length. It might be 8 episodes, but it's closer 12/13 episodes of any other show. Even Japan has gotten into the habit of splitting up seasons into 12/13 episode batches, though it's rarely more than a year in between. Coof and Writers strike delayed the seasons.
One thing it does right is make many of the villains arguably more reasonable than a lot of the heroes. These guys are constantly getting roped into helping build things and they keep getting raw deals out of it. They're supposed to be villains but they're the ones getting backstabbed.
