In all honesty I think the series simply ended up lasting more than intended and they wrote themselves into a corner with the candy kingdom early on. This is what happens when you have to realistically justify a gag.
I really miss original seasons Bubblegum. Royal Bimbo is just more fun than Clinically Depressed Lesbian to me.
Side note, what exactly is her relationship with Lady Rainicorn? The pilot treated her like a pet but the show treats her like her own person with a separate house. And I think I've seen her and PB interact like... twice in the entire show.

They didn't have to, the show was about Finn wanting to be a hero; why exactly did they have to focus so much on female Hitler?
