They are absolutely not. First of all Ahsoka is a far far superior show compared to Kenobi. Respecting SW narrative and cinematographic identity absolutely make all the difference in the world when it comes to presentation and building dramatic tone and emotion.
The end result is always an audiovisual construction. Lighting, composition, the duration of a shot, it´s place in the scene, the use of music, how the character is introduced to the audience on it´s very first shot, what the shot shows, what it doesn´t. All of those things matter. It´s never just the work of the actor/ actress. Sure, being beautiful and the mastery of strong body language help but a if the actor is feed cringe lines and told to overact talent suffers for it. Point to case Christensen and Portman were both great actors and episode 2 romance still sucked balls.
At the end of the day maybe Shin actress was just luckier that she got to work with more competent talented people that made better use of her skill set.

Shin had a strong presence. She's stoic and quiet, which many people like in a character. The combination of her pale complexion and hair give her an intriguing appearance and the dark make-up emphasizing the movement of her eyes. It's nothing crazy, but it's still at the very least unique enough to draw attention and the actress' performance sold it. People like her for the same reason they like Maul; being a mysterious stoic badass with a strong presence. Except she's also a cute girl.
Reva was loud and argumentative. She relies on actions and dialogue to carry the character more than visuals, and frankly the actress' performance and the writing wasn't quite enough to sell it. She also just flat out had a boring design. She looks incomplete, like she's supposed to have some tattoos or helmet or something. No notable makeup or face paint. No unusual complexion or hair color. Just a completely normal woman from the neck up. If anything she would have looked more interesting having much darker skin color, in the same way Shin is more interesting for her pale skin and hair. Either way, there should be extremes.
You could also compare Baylin and the Grand Inquisitor (But you won't because there's no racial politics) While not a particularly interesting design, Baylin was also well-received thanks to the actor's performance giving him presence. And it helped that he was written better than the Grand Inquisitor, but that's a fairly low bar.
