There are 2 ways to measure an actor´s level of skill. The first one is the ability of the actor to disappear on the character they are playing. If you can´t recognize the actor or if it´s succeeding at selling the illusion of being somebody else then he is doing his job properly.
The second one is how much the character is capable to come through and make the audience actually feel something. Sadness, anger, pain, happiness, it doesn´t matter. You don´t have to like the character or even what it makes you feel. That´s not the point.
Artistic skill has nothing to do with social politics or even morals.
What was the problem with his role? Every scene he was in he was SUPPOSED to be hamming it up either because he was trying to defend a very clearly guilty man or because he was trying to manipulate DiCaprio's character in an over the top way.

fraser wasnt well liked or big for many years, he had done no roles and had done virtually nothing for years before the whale.
