They're two pretty different shows. One's more of an action series while the other more slice of life comedy. Votoms is kick ass so I definitely believe you should give that one a shot.
I've seen most of Patlabor and I'm almost done with VOTOMS TV series. They are very different in tone but both are very good. I think most people would consider them essential watching, and I can see why.
I would definitely recommend both, they're each fantastic in different ways but the sort of person who'd like one would also like the other. Plus Shigeru Chiba is great in both (as Vanilla and Shiba)
