Just make ones that are understandable. They don't have to be redeemable or anything, just give them motivations that make sense for their character traits.
This. People forget that Hans Gruber was just a sociopathic thief, and he's considered one of the greatest action movie villains ever. He's not a deep character, but he works very well for the film.

But he thought he was working for a 'good' cause and a few deaths (other people's deaths, of course) were regrettable sacrifices.
That's the definition of fanaticism.

I reserve "evil is fun" for types like suicide bombers who think they're going to Paradise.

You know, you can have villains with relatable motivations and STILL make them evil without making them batshit moronic or just plain not a villain.
