I like villains like him because they are guys that turn evil because they try too hard to be good.
This isn't nearly as much of a common thing as it should be. I prefer it over villains that were always evil for the sake of it and those that turn evil because of the obligatory tragic past. I also like good leaders that slowly radicalize because the enemy keeps attacking and killing his people or because his own people won't stop fighting, being corrupt or opposing any sort of rational order.

Me too, and I liked Emperor Belos for that reason. Even if it's bullshit, most people who are evil are at least justifying it pretty damn hard to themselves. Even Tony Soprano type has "family" and "tradition" reasons shit no matter how many people they kill and torture in cold blood. When they say they want to be evil just to be evil, it usually seems childish, like something written for preschoolers only. Frollo is as evil as they come, simple as, but he thinks he's the most righteous, and that tracks. At the very least, having some reason or self gain that makes sense to the character holds villains together.
I don't think that's an accurate way to describe Frollo. I don't think he tries too hard to do good and dips into 'ends justify the means' territory, rather he seeks revels in evil acts but justified them with a faux sense doing it for the greater good. Basically the inverse of setting out to do good and doing evil acts along the way, he commits evil first and then justifies those actions being part of some divine plan afterwards.
