That's a good idea for a satirical comedy. Write a story from the perspective of a powerful genius emperor. A group of plucky misfits fights against him, and keep winning against all odds. Kinda, but he was still miles better in the books. In the original Thrawn trilogy, the plucky protagonists slip through his fingers and pull unlikely victories off quite a bit. But they have to work really hard for it. And the brilliance of Thrawn's plans is still apparent, and they almost always work when not interfered with by people with plot armor.
In Ashoka, so far, he's done nothing especially smart. Nothing he tries to do works out as planned. And it requires no extraordinary effort on the parts of the heroes. Then he just says that it doesn't matter.
