Technically speaking, DaFuq-Boom doesn't own the Source assets, models, music or sounds, but on a text based level, he does own the characters and story, the toilets, cinemapeople, the details behind the war they have, the story itself can be copyright protected, just not the assets used. Given that he does live in Georgia (The country), I don't specifically know what copyright laws are over there, but he probably could easilly protect his work based on the textual description alone. Also given that he's already partnered with valve and has given them his models to advertise GMOD, I think they don't have a problem since GMOD'S playerbase shot up from 20,000 to 30,000 players daily because of Skibidi.

SFM grants you a license to use source models in commercialized work. Valve doesn't have a problem because this is literally what SFM exists for. It's no different than a unity game using unity assets, it's what it exists for.
