"DC" is not a single person. What happened was they got Bendis, he wanted to age up Jon, didio and other editors who were high off the idea of Bendis being a big godsend for the company let him do what he wanted despite other creators NOT wanting Jon to be aged.
I hate to break this to you but almost every kid character inevitably gets aged up. Damnian looks like a slightly shorter Tim. Lian is a teen now for reasons. And the F4 kids are teens now. Also gone for a while. Marvel and DC hates kid characters. Look at Phobos. He died and he's still dead. Remember Domino's shota brother? Probably dead and Simone is the only one to even make a mention of him.
Bendis just hates writing children. Which is also bullshit because he wrote kid Ultimate Peter & created Miles. Or maybe it's because he couldn't self insert himself if the child isn't israeli or black.
