Funny enough it was Norman Osborn during Dark Reign. He finally got fed up of Castle's fricking with him and turned all of HAMMER on him. Then he just told Daken, who was relatively new and Frank weirdly assumed he had no powers, to cut his shit up. So technically for once the government proved it could curb stomp Frank if it felt like it.
Whether this is actually true, or Frank is just fricking with him, this is the explanation given in their rematch.
I don't remember it well but I think they more or less copied how MAX Kingpin tore up all Castle's shit so he had no where to go. But yeah "I MEANT to die and come back like this" is an all timer even for Frank.

The funny thing is that like 95% of Spider-Man's villains can get a bullet to the head from a sniper and that'd be it. It doesn't happen because comics have to keep going and superheroes can't look ineffective next to some guy with a rifle.
Any villain who's not impervious to bullets would be immediately shot dead by the police.
And the heavier ones like Rhino would get a drone strike by the National Guard. Considering what we've seen what some cheap ass drones are doing in Ukraine to tanks, the only villains that would be relevant would be those that are practically demigods or have crazy magic or tech to defend from things like that.
I think Rhino might survive that, he's fought the Hulk and shit.
Huge difference between getting punched by the Hulk and getting hit by something like a shaped charge made to penetrate multiple inches of armor. Spider-Man can take an open palm swat by Hulk and have it not be fatal, but if he gets shot in the head by a 9mm, he's dead as frick, concentration of energy in a much smaller area can make all the difference in the world.

Lizard has shrugged off small arms fire before and could feasibly recover from whatever limited damage a sniper round did to him if it wasn't followed up with confirmatory shots. Spot respawns elsewhere if you kill him. Shocker's suit is designed to detect and negate high-speed impacts.

He's used wireless recharging before. Not to say Frank couldn't disable that before taking the shot, but there's really no reason a sufficiently prepped Electro couldn't stay bulletproof indefinitely.

Given the velocity, it wouldn't be enough to slow it down to the point where it wouldn't splatter his brains, unless it was powerful enough to destroy his surroundings.

A 50 cal could arguably frick his shit up. Follow up shots would most likely be taken if the aim is to kill.
Yeah, Lizard's a viable kill if you can get a couple extra shots in, but we both know Marvel's magnetic fields don't cause any problems that the person manipulating them doesn't want to cause. Magneto exists.
Getting his head exploded could definitely kill Lizard even as a regenerator I'm sure, comics forget that follow up shots are a thing, and that if they really wanted to make sure, high explosives are an option.
This sequence showed that regenerators in general would also not be as big of a threat as they're depicted as because unless they have Hulk-tier durability to back it up or are also much too fast to hit reliably with guns, they can still be taken out of a fight relatively easily and would still have to take time to get back to fighting form even if they could heal from the damage. Even without the benefit of super strength as Frankencastle, he was fricking with Daken the whole fight by using traps and other conventional means, something he didn't have the benefit of the first time around.
Daken is also more of an assassin then a straight up fighter like his father
Even then, Wolverine would only be a marginally higher threat than Daken because he'd still be vulnerable to high explosive weaponry and rounds heavy enough to rip off ligaments through sheer kinetic force. His bones being coated with metal don't matter if he's getting turned into dog food with a .50. Up close, Frank would be fricked, but that's the only place Daken or Wolverine have the advantage.

The priestess explicitly said that Maria was infertile as part of the spell. For Frank to be the father, they would've had to frick after Strange showed up and imprisoned him and released Maria from the initial magic (allowing her to hate him). It just doesn't check out. You could maybe cope and say that the priestess lied, but why would she lie about something that would become obvious in a matter of months and could only improve their hold over Frank? Maria is single and immediately mingled and there's no other way to look at it.
