Because they had the rights to Cowboy Bebop and someone thought they had an opportunity on their hand to make their own unlicensed knockoff of Guardians of the Galaxy. Obviously the desire to chase that MCU money won out over the desire to adapt the material.
One Piece on the other hand is already one of the most popular series in the world, so I imagine rather than trying to turn it into Pirates of the Carribean or something, they'd rather just try to stick to what makes the original work.
Netflix treated Bebop like it was Doctor Who but Bebop fans look at it like it is Chinatown or Pulp Fiction. So there was a huge disconnect between expectations.

The entire Fishman Island arc is about how Fishggers needed to stop acting like oppressed victims and integrate with the rest of the world. Hody is a parody of American blacks, when he is asked what humans ever did to make him so racist and his answer is "nothing".
People who interpret the arc as a simple "racism bad" story have garbage reading comprehension. I think the arc sucks but it's probably the best media representation of how a race can hold itself back by clinging onto their oppression.

Can't speak to what they've done with One Piece, since I haven't seen the anime and I've no interest in the remake, but the fricking up of Bebop was deliberate. That's the only way what they did makes sense, because regular stupidity or incompetence doesn't come close to explaining thinks like (to choose randomly from a very long list) having Vicious say "Moshi moshi" and talk about getting his balls shaved, or shoehorning in lots of toilet humour, or turning Spike into a middle-aged, garrulous, submissive loser/child murderer. I covered the music very briefly (when searching for *any* positives), and a huge problem there is the ghastly "Isn't this funny?" tone throughout much of the remake, which demands "plinky", upbeat music to match. Not much room for soul there.
It's much more than that. You can't just use the intro of Ask DNA for "briefly walking to the kitchen". Opening the show with What Planet Is This? set the entire thing up to fail from there
