The black cop partner is depicted as incompetent (and probably part of the criminal gang within the police) and if anything the movie is an ode to a persevering, honest policeman.

I think netflix doesn't have full control always, I think the police corruption/collusion with businessmen doesn't seem contextually unrealistic or forced and most of all the end message says it all. Zero ESG "guidelines" are present in the movie-- if anything, it's refreshing to watch a movie that portrays a black character in a negative, non-idealized way..

It's neither. The plot is perfectly laid out and in fact it eschews excesses of cheap reveals by subtly unraveling the mystery some 40 mins before the movie ends.
If the viewer follows the evidence that's gradually discovered it becomes a journey towards enacting justice.
Even details such as the fate of Eli Phillips are briefly but persuasively hinted at.
