If Captain Krakoa is Hydra Cap, it's not a grander scheme. UA #1 showed that it was MODAK's idea to use Hydra Cap so he probably found out where he was being held in stasis and suggested using him.
But I doubt it's Hydra Cap. If they are going deep cuts, and given the piss poor representation of Avengers on the team, it's probably Eric Masterson IE 90s Thor. Thor was a major part of previous Unity Squad rosters and Masterson was super popular, unlike the reviled Whor.
Or it's Hobgoblin like that one leaker said and Queen Goblin brainwashed him into putting himself into stasis after fricking over Ned Leeds like he did and after telling Kraven what she did to him over pillow talk, Kraven sold the location to MODOK/ORCHIS for a quick buck.
Is Captain Hydra playing his own game? Dude pretended to follow the Red Skull only to pull a Starscream and take over Hydra, and pretended to be a loyal American in charge of SHIELD so he could take over America.

They're both physically and mentally the same, one's just evil and the other one isn't, but he had a suit of powered armor with the Cosmic Cube as a power source and was shown warping reality to show off how OP it was, Mjolnir isn't shit compared to that, just a lazy way to resolve the whole shitshow.
