The point of the test was not to shoot at any of the targets. None of the targets were an immediate danger that justified the use of deadly force. The little girl was suspicious, but being suspicious doesn't justify the use of deadly force.
All of the applicants failed, while J came the closest to passing and gave correct responses for why he didn't shoot the monsters, but he panicked at the last moment and felt he had to fire a shot because he saw everyone else shooting so he still failed. J became accepted by MIB because K vouched for him after seeing him chase down a Cephalapoid on foot.
