The witch is real. Watch the companion mockumentary "The Curse of the Blair Witch", it goes deeper into the lore of the witch.
The thing that makes this movie stand out is the found footage + handheld camera technique. The entire film we're made to feel close to the main cast by getting a very intimate view of each spooky thing they experience, even as they begin to lose their sanity. The final sequence is the key. In all the chaos within the house the camera is dropped and then picked up by someone else who then delivers us to the climax where we see that everyone is fricked, the witch is real and she's about to unleash her unspeakably sinister punishment. There are several details in the camerawork in this moment indicating the witch herself picked up the camera. Specifically the previous character plods up the stairs and drops the camera. When it's picked up, the camera smoothly descends the camera and in general the movement is calm and measured. If you didn't notice this by now, you got filtered hard.

That's possible. They do say in the documentary they made for this movie that the guy who killed the kids' house was burned down, and yet it's clearly supposed to be that house at the end.
The witch has the ability to reanimate the house when she has discovered suitable prey. Satan provides her with this ability so that she can increase her own powers and provide him with suitable, ritual sacrifice
