You can argue Anakin was way too dark to be purely created by the natural force.
IIRC there's something in the Plaguis novel about the Force pushing back against them when they tried to create life. So they tried to incarnate the dark side only, but this very act caused a balancing reaction that made him strong in the light side as well. Appearing as a ghost in the end is also very telling, because Sith cannot survive death except by physical means (e.g. clone bodies, haunting an object, etc), and neither can most Jedi.
To remain alive without a body requires a more balanced approach - the "living Force" that Qui Gon Jinn is always talking about. You have to let the Force flow through you and do its will, putting all other considerations aside. Qui Gon was always in trouble with the Jedi council for doing precisely this, but ultimately he was the first of them to survive death.
Anakin is similar to Qui Gon in this way. He recklessly follows whatever the Force is guiding him to do with no thought for personal safety or the opinions of others. The only difference is that he is drawn to both sides of the Force, so he also ends up doing the will of the dark side.
This makes him the perfect restorer of balance. When the light side creates a Jedi bureaucracy he storms the temple on behalf of the dark side, but when the dark side creates a tyrant he kills the Sith on behalf of the light side. The Force is always trying to balance itself, and Anakin is always there to knock down whichever side has risen too high.
But balance in the SW universe means the Light Side not corrupted by the Dark Side.
That's Jedi propaganda. They stopped listening to the will of the Force and tried to use it as a tool to enforce their own moral values, while the Sith tried to use it for personal power. Both are causes of imbalance, so the Force had to get rid of them.

The dark side requires pain and anger. If he raised Anakin himself he would have to inflict pain on him to turn him, but then Anakin wouldn't want to follow him. He needed others (Watto, the Jedi, randos on Tatooine) to make Anakin suffer, so he could then come in and "save" him from them.
